Florida's Communication Unit Qualification Process

 Florida's Domestic Security Oversight Board and Interoperability Focus group adopted the ICT Branch Qualification guide in May 2024.  Qualification in the ICT branch positions in Florida are guided by this document.
 

FL ICT Qualification Guide

Trainees should anticipate a multi-year, mentorship process with the following steps:

Step 1

Prerequisite NIMS/ICS courses (Most Recent)

Step 2

Completion of desired COMU position course 

Step 3

Completion of position specific position task book 

Step 4

Recommendation from RDSTF interoperability chair/co-chair (AUXCOMM candidates: AUXC State Point of contact.)

Step 5

Submission of required paperwork to FDEM SWIC

Step 6

SWIC and Review Board, final approval

Step 7

Renewal, Proficiency, and Performance

Communications unit position task books (PTB) are issued upon the completion of courses. Contact your course instructor if a replacement PTB is needed. 


Incident Management Teams (IMT) and National Wildfire Coordinating Group (NWCG) may have additional requirements. 


CISA and SAFECOM guidelines require prior SWIC approval, and qualified evaluators to be present. Seek guidance prior to planned exercises to ensure qualified evaluators are available.


This  is handled on a case-by-case basis. Foremost, out of state resources  need an endorsing agency/home agency in Florida. Endorsed personnel may submit out of state courses attended for review. Resources may be requested to take refresher coursework prior to initiation of a PTB in Florida. Out of state PTB's may assist you in your journey, however  communications unit personnel new to Florida will be required to complete a Florida PTB process to be fully qualified.
